The FFFpeeps version is localized and didn't attempt to translate the "squid-puns" with a couple of exceptions. In my opinion, the CR version sounds like it was targeted at an audience of 10 year olds, but ymmv.

I think I liked FFFpeeps translation better, seeing how much annoying (at least for me) the translation of squid puns are.
As for video quality, well I didn't download this (I already have FFFpeeps BD and Commie's TV version which I deleted as soon as I got tired of the squid puns lol) so I can't comment on that, but I believe every proper fansub will encode BD their best.
