I would agree definitely more focus on the ecchi in this season compared to the previous one.
As for the delay on approval, I wasn't expecting anything quick. I don't even really consider waiting as much of a delay, either. I'm pretty understanding of what needs to be reviewed for something like this to pass by now. Then again, if no one's had the time to review the offers, that's understandable, aswell :x
If it has something to do with the OVA affiliated with season2 that's released on July 7th (supposedly), nothings for certain with that, especially for consistency's sake. I've yet to find or be told of anyone who has an interest in picking up the OVA (as in translating and/or subbing) if and when it becomes available. Considering the airdate is set 7 months after the 2nd season finished airing, I don't know what that means for how it will be released (eg~ web,TV,DVD,BD).
The OVA for season1 was only released on DVD (according to aniDB, which I guess doesn't really mean much).
Also the stand alone "Revolution Live" OVA comes back as only ever receiving a DVD release (atleast as far as all the raws I've been able to locate).

However, the season1 DVD version is just as uncensored.

No one bothered encoding the first season on BD, despite the Blu-ray boxset being released later December 2009.

Disregarding the original eroge and as an anime series, this is season 2 - hence saying it's a direct continuation of the literal season 1:
Koihime Musou (season1)
Shin Koihime Musou (season2)
Shin Koihime Musou Live Revolution (stand-alone OVA)
Shin Koihime Musou: Otome Tairan (season3)
It's when "Shin Koihime Musou" is referred to as a "spin-off series" that it then becomes a "season 1" with "Shin Koihime Musou: Otome Tairan" referred to as "Shin Koihime Musou Season 2". It's because the original eroge counterpart didn't have a continuation that anything after "Koihime Musou" is referred to as a "spin-off series", creating the technicality of referring to "Shin Koihime Musou" as any type of "season 1"...
It's pretty clear to see why this can be confusing (and annoying), so when referring to the anime series as a stand-alone entity (and disregarding the fact the very first anime of the series was based off an eroge), it's a little easier to refer to it as just that - an anime season that is within a series of which it has both a prequel and a sequel - thus making it an actual "season 2".

I don't know if I should be disappointed in myself for actually explaining it like that or not...

ToyBox I got a question. Did you even check the spelling of the translations? the english translation for the ED has a ton of misspellings/typos. to point out one of them it says dace instead of dash. and there are a few more.

But considering a styled ED is there to begin with is always a bonus.

Not to make it sound more negative, but from personal observation, I'm going to take the liberty to say that the scripts are applied unaltered (as they usually are in this case)... in the sense of being unQC'd for original source's grammar mishaps. Save the rare occasion someone (or multiple someones) gripe hardcore about it before the project is actually well underway. I've seen original scrips modified by TB before, but hence given emphasis on -rare-occasion-.

If you're interested in a English subbed HDTV rip, DmonHiro is doing a great job with a 720p release of the TV airing of season3 
The only other options are Horriblesubs/Crunchysubs

(Commie is also available, but their releases are "slower" and they have apparently skipped episodes)
